Does anyone agree with this? I thought perhaps degaussing or destruction would work better. If you overwrite data, you could still have data fragments left behind in slack space.

The answer, the way it is written is confusing, but if you look at the answer closely, it does number them in the proper order from best to worst: destruction (1 meaning the best), degaussing (2), overwriting (3), and deleting (4).

2) Degaussing – Degaussing is the process of reducing or eliminating an unwanted magnetic field (or data) stored on tape and disk media such as computer and laptop hard drives, diskettes, reels, cassettes and cartridge tapes. When exposed to the powerful magnetic field of a degausser, the magnetic data on a tape or hard disk is neutralized, or erased.
However, you need to maintain the equipment to make sure it is doing its job correctly.
3) Overwrite – you are actually writting data with 1s and 0s all over the drive.
4) Delete – You just update the File Allocation Table saying there is empty space at sector whatever. The file is still there. You can get off the shelf programs to undelete files that have been deleted. Easy to do.
