Yes – the answer is C – I have just tested this in my lab.

B is wrong: System Restore restore the system to a previous time when it was stable.
To restore a single file that is under Libraries use File History (Answer C).

And it wouldn’t be recycle bin as shift+delete completely deletes the file without sending it to the recycle bin.
