i think B, is correct because:
one physical with Active data guard allow read only querys connect to standby and not to primary, this is a permanent requeriment
one logical standby allow, rolling upgrades and patches

Data loss is not permitted leads to “Maximum Protection” mode.
For maximum protection mode you need at least one physical standby but oracle recommends two as lost of one will force shutdown of primary db.
Thus C is incorrect as only one logical standby is simply not enough.
Also – as I guess this is oracle exam they want us to answer with recommended/best practice solution – F is incorrect. Nevertheless only one physical standby is not enough for other requirements.
For “Maximum Protection” always one physical db will be reserved and couldn’t be used. Second physical standby can be converted to snapshot standby (for application release testing) it can be used for dataguard rolling upgrade (upgrade to new database release).
I don’t see any use for logical standby based on these requirements.
Summary – E is correct as you need at minimum 2 physical standbys.
