Surely the answer here should be restore computer from a restore point.
there is no point creating a restore point after you have installed the new driver.
With the current options available I would say that rolling back the driver would be the best option

rstrui.exe is only accessible from command prompt…which means you need to be able to boot Windows.

Nunya, the title on your link from MS site basically says that: Start System Restore from a command prompt!

I agree, with Harvs too late, you already installed the new driver no point on creating a restore point.
I’d say just select advanced boot > troubleshoot > refresh PC.
