I think the answer is A.
As Jim said, nobody mentioned anything about a storage I/O workload being the problem. With the question formulated as it is, I would go for the most probable answer – DRS.

I’d go with “A” too. The question does not mention storage workload. If it did say I/O or hinted at the ‘workload’ being on the storage back-end, then I’d pick D. Hopefully the real test questions aren’t vague like that. You shouldn’t have to make any assumptions about the environment.
