I just tested in my environment and password administrators cannot reset other password administrators passwords. The button is there to reset it, but when you do it it will come back and say it was skipped due to lack of permissions.

The question states that User1 must NOT reset passwords for other administrative accounts. If User1 is a global admin how the hell would you prevent that?
Password Administrators can reset the passwords of most Office 365 user accounts, except those assigned the global admin, service admin, or billing roles.
