You cannot install SSIDB catalog unless you have installed the server.
Install Database Engine Services, Integration Services, and SQL Server Data Tools.
Create the SSIS catalog.
Configure the MsDtsSrvr.ini.xml file to use the msdb database.

.Net framework is already installed with 2008 R2. It looks like John Sno does know something after all.

I do not think you need the msDtsSrv.ini as no custome configuration like a named instance.
I also think you need to enable the .Net framework:If you run Setup on a computer with the Windows Server 2008 R2 SP1 operating system, you must enable .NET Framework 3.5 SP1 before you install SQL Server 2012.
