Can a password administrator reset passwords for other password administrators? Otherwise, the first one must be global admin.

password administrator can reset passwords for other “Password Administrators”. Password Administrator cannot reset Passwords for Users with more rights.

Works the same as account admin in Local AD

I created two users in my tenant, both with password admin roles. adm1 tried to change the password for adm2. adm1 got the error “Skipped. You don’t have appropriate permissions to reset this user’s password”. So both would need to be Global Admins.

I hate to say Marius might be correct. Nr.1 can also be a User management admin, but that is not a choice.
Microsoft site: Password admin “Resets passwords, manages service requests, and monitors service health. Password admins are limited to resetting passwords for users.”

I don’t think that global admin role should be the answer for the two. Because if you check is says that user1 cannot change administrator passwords. It says that he should change password of users with the same role. Marius When you created the two users did you give them administrator access? Is says “The company has two administrators named User1 and User2.” So they are already administrators, perhaps if you add the Password administrator role you can change each others password. But i haven’t tested it.
